During catastrophic events evacuations may be necessary.
Generally, an evacuation effort occurs in four phases:
- Mass evacuation of people from the stricken area
- Provision of shelter and life sustaining resources
- Resettlement of evacuees
- Return of evacuees to their pre-disaster residence, or an alternate location.
