Employee Association or Social Club?

My agency has a formal directive on the establishment of employee associations. We have a number of them. Some are oriented to certain affinity groups (e.g. BIG, FEW, PRIDE, etc.), some are for the purpose of career development, and some are locally organized. Many promote events (e.g. happy hours, onsite visits, seminars, volunteer events, sporting events, etc.) that are geared toward their interests. These organizations are often able to do things like fund-raise or sponsor events that individuals or agencies are unable to do.
