You probably have to contact Facebook directly – sponsored ads are what makes FB free to its members. Your agency might need to “purchase” all of the available ad space on its FB page to make it happen, however.
I believe this is possible, due to the new GSA/FB agreement.

Christine, make sure to also search for any “community pages” that Facebook has for your agency or variations of its name. You will want to ask for them to be integrated into the official page.
