IJIS Institute’s Technical Advisory Committees Publish New White Papers

Papers explore the NIEM-UML specification and provide guidance on selecting and implementing technology solutions

Ashburn, VA (August 21, 2013). The IJIS Institute, a nonprofit organization that focuses on mission‐critical information sharing for justice, public safety, and homeland security, is pleased to announce the publication of two new white papers authored by IJIS Institute Advisory Committees: 1) National Information Exchange Model-Unified Modeling Language (NIEM-UML) Recommendation; and, 2) Critical Decision Criteria for Data Sharing.

The IJIS Technical Advisory Committee (I-TAC) white paper, National Information Exchange Model Unified Modeling Language (NIEM-UML) Recommendation, features recommendations from the I-TAC on the policies, implementation, and use of the NIEM-UML specification recently adopted by the Object Management Group (OMG). The ITAC is continuing the long tradition of technical leadership with the NIEM UML Recommendation.

According to I-TAC Chair Joe Mierwa, of URL Integration, “The I-TAC sees a great opportunity for further increasing the NIEM value proposition through the application of industry standard UML. Historically, NIEM development required technical training that represented an adoption hurdle. UML allows NIEM to be more easily adopted and used by leveraging existing UML expertise. NIEM-UML tools are now becoming available and NIEM-UML has the potential to simplify the transition to the soon-to-be-released NIEM 3.0.”

The paper was produced through a joint effort from the committee, who also received valuable feedback from the NIEM Program Management Office (PMO).

The IJIS Public Safety Technical Standards Committee (IPSTSC) white paper, Critical Decision Criteria for Data Sharing, is the third in the series developed by IPSTSC. This white paper takes the next logical step by providing guidance to practitioners who need to select their technology partners and implement the solution. The first two white papers in the series, which set the stage for this third white paper, are: Data Sharing Between Computer Aided Dispatch Systems and Governance Agreements in Public Safety Information Sharing Projects.

IPSTSC Chair Steve Hoggard, of Spillman Technologies, said, “I’m very happy with how hard the IPSTSC team worked to produce this paper. During the review process, we quickly learned of the enthusiasm that practitioners had for the compiled information. I’m optimistic that industry and practitioners will find this white paper to be a helpful tool as they do solution planning.”

In addition to Chair Hoggard, the authors of the white paper included: Principal Contributor – Becky Ward (Committee Vice Chair) of Communications International, Inc.; and, Other Contributors – Nate Daniels of FATPOT Technology, Tom Dewey of Advanced Justice Systems, Barbara Falco of CODY Systems, John Hollywood of RAND Corporation, Mike Weins of RCC Consultants, Inc., and Kathy Wendy of SRA International. The white paper was finalized in coordination with the U.S. Department of Justice (DOJ) Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA).
