We are accepting applications to fill a vacancy in Santa Barbara. The current vacancy is in Alcohol, Drug, and Mental Health Services.

Under general direction, evaluates the social adjustment or vocational needs of persons with mental or emotional disturbances; develops, implements, and monitors rehabilitation plans; acts as a consultant for other mental health professionals and agencies; and performs related duties as required.

The ACT Model Program:

Services are provided to clients using an ACT model team approach. The ACT model, or Assertive Community Treatment, is a nationwide model and has been shown to be extremely effective. The teams are characterized by using a low client to case manager ratio (1:10), which allows for greater access to a broad array of services. The teams offer 24/7/365 availability and are multi-agency and multi-disciplinary in nature allowing for the provision of true wrap-around services.

1. ACT is a multidisciplinary team working together

  • Multidisciplinary staff and services: Psychiatrist, Nurse, Vocational Team Member, Substance Abuse Team Member, Therapist/Social Worker/Counselor, Mental Health Professional, Peer Support Team Member
  • Multiple perspectives for treatment planning and assessment
  • Ongoing collaboration, planning, evaluation, and services

2. ACT engages individuals not reached by traditional mental health services

  • Serves people in their natural environment- not in the office
  • Assertive outreach and ongoing engagement
  • Serves clients with history of hospitalizations, arrests, use of crisis services, and homelessness (high service need; top 5-10% of SMD adults)

The ideal candidate for the ACT Program Rehabilitation Specialist will have competency in at least 2 of the following areas:

(a) Supported Employment

(b) Job placement

(c) Individualized job development

(d) Benefits planning

EXAMPLES OF DUTIES

A Rehabilitation Specialist provides a full range of supported employment services. Eligibility is based upon client choice, and efforts are made to engage the client in supported employment regardless of diagnosis, symptoms, work history, substance use, or treatment compliance:

  1. Provide individual vocational-supportive counseling to enable clients to identify vocational strengths, establish vocational/career goals, and recognize symptoms of mental illness that interfere with work.
  2. Works with clients and other team members in developing treatment goals, specifically those related to employment issues.
  3. Assuring that treatment goals related to employment issues are based on the client’s individual needs, abilities and interests; teach and assist with job-seeking efforts such as resume writing and interview skills.
  4. Plan, coordinate and provide work-related supportive services based on the treatment plan (assistance with hygiene, securing appropriate clothing, wake-up calls, and transportation).
  5. Provides or makes appropriate referral for benefits planning; liaisons with other providers of vocational rehabilitation services, if applicable.
  6. Provides training to other ACT team members to help them integrate interventions to support vocational goals.
  7. Outreach to employers in the community to develop jobs for clients with mental illness. Provide post job placement support services to help clients with mental illness maintain employment.

EMPLOYMENT STANDARDS

  1. Possession of a bachelor’s degree in a mental health-related field and four years of experience in a mental health setting as a specialist in the fields of vocational or social adjustment. Up to two years of graduate education may be substituted for the experience requirement on a year-for-year basis; or,
  2. possession of an associate’s degree in a mental-health related field and six years of experience in a mental health setting as a specialist in the fields of vocational or social adjustment; or,
  3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Examples of mental health-related degrees include: psychology, clinical psychology, counseling psychology, rehabilitation counseling, social work, and marriage and family therapy.

Knowledge of: theory and practice of rehabilitation of people with a mental illness; overcoming barriers to employment; characteristics of mental, emotional, and developmental disorders; laws and legal decisions that impact on rehabilitation; counseling theory and techniques of mental health counseling; psychology of personal and vocational adjustment; standard English grammar and usage; principles and practices of case management.

Ability to: apply common theories, techniques, and principles of rehabilitation counseling in the solution of client problems; establish and maintain an effective counseling relationship with clients and their families; assess clients needs and abilities to develop appropriate rehabilitation plans; work effectively as part of an interdisciplinary team; write reports, correspondence, and chart notations.

Background Investigation: Finalists for positions in this class will be required to pass a pre-offer, job-related background investigation.

Additional Information: English & English-Spanish Speaking is desirable. The ability to Speak in English and Spanish is desirable for some positions.

Incumbents in this job class may be assigned to work with a variety of public and non-profit agencies; grassroots or organized community groups or coalitions; or substance-using populations (such as youth, youth groups and agencies, pregnant or parenting women, specific cultural or ethnic groups, people convicted of various non-violent alcohol or other drug offenses, people who have been diagnosed with AIDS or as HIV-positive, or staff of public-sector agencies).

SELECTION PROCESS:

  1. Review applications and supplemental questionnaire to determine those candidates who meet the employment standards.
  2. Computerized Assessment. Applicants will be notified by email with instructions of obtaining and taking the computerized assessment.
  3. Supplemental Questionnaire Ranking. Applications that meet the employment standards will be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by the information provided on their application. This process may be eliminated if there are fewer than eleven qualified candidates.

Applicants must receive a percentage score of at least 70 on the supplemental questionnaire ranking examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
