Meeting Half-way: Becoming Citizen 2.0

In 2005, William Eggers released a book titled “Government 2.0.” Its cover shows two parallel cables sending information between them wirelessly. Yes, parallel cables, and only 5 short years ago.

Since then, parallel ports have gone the way of Google Wave (I know, another Wave reference – I’m pretty disappointed) and Government 2.0 has been shortened to Gov 2.0 and acquired an entire ecosystem of practitioners. consultants, and advocates, as well as a track record that can be studied and projects that are being emulated across cities, counties, states, and even countries.

I have written at some length on many aspects of Gov 2.0, as have many of my peers. But in more conversations, and spurred by Clay Shirky’s Cognitive Surplus, our attention is turning to the other side of the equation: Citizen 2.0. Without Citizen 2.0, Gov 2.0 is a room full of people sitting in front of an empty microphone.

Governments’ adoption of digital tools was spurred by two powerful motivators. The first is financial: governments save money by shifting certain government functions back to citizens: tasks such as information retrieval and delivery; service request submission and processing; and even evaluation and maintenance of public spaces (enabled by applications like See Click Fix). The second motivation is legitimacy. When governments are more transparent, collaborative, and participatory, they are seen as more truly representative.

But why should citizens want to become more engaged in their government? And what are the steps that lead from disengagement to immersion in Gov 2.0? Many advocates of Gov 2.0 take for granted that people have the motivation to be involved and need only the means.

For the past few years, people at all levels of government–city, county, state, and federal–have been deploying the means. The private sector has given us innumerable offerings as well, and more are coming online all the time. Arguably, governments are getting better at deploying meaningful Gov 2.0 applications and services. But what are the steps that citizens are taking to meet their Gov 2.0 responsibilities?

Perhaps the best way to answer that question is using the framework of a ladder of involvement. Here are the four stages of Citizen 2.0:

  • Consumer – read blogs, subscribe to feeds, follow tweets, and/or visit forums where government officials talk about what their mission is and how they implement the policies that govern and direct their agency.
  • Creator – add to forums, either digitally or in person, create new visualizations with tools like DataMasher, or annotate historical photographs on the Library of Congress Flickr feed.
  • Co-deliverer – assist in delivering services traditionally offered by government. This is where the citizen moves offline entirely (say, by helping to fix up a municipal park, clean a river, or assist in a recovery effort orchestrated by the government), or else use online tools to help government agencies do their jobs.
  • Coordinator – create the service or conduit that governance requires, but government may have yet to offer. This is the truly advanced stuff. This is where the citizen is no longer taking marching orders, but is identifying an unmet need and then figuring out how to meet it.

In future posts, I’ll detail each stage, and offer suggestions on how people can move from one stage to the next and how governments can help them.

Much needed post! If I remember correctly, I believe one of the main criticisms of the Reinventing Government of the mid-90s was that it turned citizens into consumers. Consumers who only expected services from the government without any responsibility expected from the citizen. I like your stage approach because it encourages the citizen to engage with the government.

I’d add to consumer – citizens who just want to get their services in a more digital way. Whether getting fishing license online or in an iphone app…or getting statements digitally instead of with paper.

Steve, that’s a good point. I’ll include that in my post about consumers and creators. I think that’s more creator-y, though. The idea is that consumers are totally passive. Creators do stuff, but online only. So the bottom two are online, the latter two (Co-deliverer and Coordinator) are online/offline.

Will you first be asking people for suggestions or comments about your idea? I’m wondering how much collaboration was encouraged in this position about encouraging collaboration.

Bill: Anyone back in the 1990’s who thought that the Reinventing Government philosophy meant that citizen-customers were passive and, therefore, NOT to be engaged is someone who was sadly misinformed. As in any relationship, Customer satisfaction is best determined by engaging in quality communication.
