I‘m seeking comments on my updated and expanded white paper “A Framework for Transparency Program Planning and Assessment.” It’s located here: http://www.ddmcd.com/outline.html
My focus is primarily on understanding how improved transparency and openness can impact the individuals and groups targeted by government programs. I know that much attention on program transparency in recent years has been on making data available and shareable, which I obviously support. Being able to aggregate and analyze program-sourced data in beneficial and innovative ways is obviously important.
At the same time, I think it’s important to also understand what improved transparency might mean to individual programs themselves. Does more access and openness translate into improved success in attaining a program’s effectiveness? And importantly, how can we measure these impacts and whether they are “worth” the possible additional costs that will be incurred in promoting transparency?
If this is an area that interests you I’d appreciate hearing from you and would very much appreciate learning about other projects, publications, or programs that are also involved in transparency effectiveness efforts. I’ve also begun adding to a “reading list” at the end of the above linked white paper and would appreciate suggestions for additional items to add.
