Words make all the difference. It is not the progress that is feared, it is the change. Small changes are less feared than large changes. So, if less small progress (and less fear,) more small changes. More less small progress.
Finding the right words; to keep trying combinations until the lock opens: The more less small change strategy.
Or, the quest for the perfect turn of phrase. The phrase that makes change.
