The cloud – four years ago it was the buzzword heard around government, now the cloud is in many ways the norm, but buying the cloud is still a bit tricky. Contracting officials haven’t really caught up to buying a service rather than a product.

This new model, is rapidly changing the way organizations buy and utilize applications to fulfill their mission. And sure the General Services Administration’s Federal Cloud Computing Initiative Program Management Office and the TechFAR Handbook for Procuring Digital Services are tools to help contracting officers, but if we are being honest, cloud procurement is still pretty confusing.
