The Partnership for Public Service has a detailed list. Tom Fox is the Vice President for Leadership and Innovation at PPS. He told Chris Dorobek on the DorobekINSIDER program how agencies can achieve a culture of innovation.
What makes a culture of innovation?

- Focus on a culture where people can try something new without a fear of retribution
This year’s top agency was NASA, but Fox says, “you don’t need to be rocket scientists to be creative and innovative. NASA tops the list because of the Human Resources department. They have a strong management and good fundamentals.”
Pretty cool research. I think continual learning is extremely undervalued in the workplace – as an organization and as an employee.
